Constitutional Status of the SPLA

Reference to the article 144(1) of the Interim National Constitution of the Republic of the Sudan 2005, “The Sudan Armed Forces and the Sudan People’s Liberation Army shall remain separate, regular, professional and non-partisan armed forces and shall be treated equally as the Sudan National Armed Forces”

Mission and Mandate of the SPLA

The mission of the Sudan People’s Liberation Army (SPLA), in addition to its other national duties, is to:

a) Defend the Interim Constitution of Southern Sudan;

b) Protect the people of Southern Sudan;

c) Secure the territorial integrity of Southern Sudan;

d) Undertake the responsibility for the defence of Southern Sudan against internal and external threats and aggression; and

e) Be involved in addressing specified emergencies, participate in reconstruction activities, and assist in disaster relief within the terms of the Interim Constitution of Southern Sudan and the Law.

Strategic Vision of the SPLA

The strategic vision of the SPLA General Headquarters is to transform the SPLA from a guerrilla army to a modern, regular, professional, patriotic, productive, disciplined and non-partisan military force subordinated to civilian authority, capable of defending the territory, the people and the interests of Southern Sudan and the Sudan at large.

Chief of Staff on the formation of the Advisory Council on HIV/AIDS

In view of the fact that HIV/AIDS remains the greatest challenge ti sustainable development in Southern Sudan and the rest of Africa, and in recognition of the fact that the war against HIV/AIDS must be fought by every sectos, I, Lt. Gen Oyay Deng Ajak, the SPLA Chief of Staff, hereby issue an order for the formation of the advisory council on HIV/AIDS.

SPLA History

Sudan, the largest country in Africa, bordering nine countries, has been at war within itself for 30 of its 40 years of independence, that is, 17 years of the Anyanya war (1955-1972 and 13 years of the present war waged by the SPLA from 1983 to the present. This is too much suffering and misery for any country and for any people to go through. Obviously something must be very wrong for a human community to subject itself to generations of war! It is necessary to look deep into "what went wrong" in order to find viable solutions to the Sudanese conflict. To do this, it is necessary to present a brief historical background of the Sudan and to identity the Problem of Sudan.
